But... she has a job. She's chief weatherpony for Ponyville or something.

Indeed, she is the chief weatherpony or whatever that position is called... Its a very easy going job when things go right and not much more is asked, unlike when certain events occur like the season changes and the hurricane water reserves... She is like the chief janitor of sorts, lazing around till something goes wrong, while the rest of the other weatherponies do the actual maintenance.
And that is why she has so much free time on her hands... and why everypony mistakes Rainbow Dash for being a jobless free-loader at times. Well, she still is, her cloud castle and food needs are probably all subsidized by the town, plus extra spending money for personal entertainment/non-essentials, like cider.

And yet when something does go wrong, they're screaming for her to do the job. She's not really a "janitor", she's a public works director. And her home isn't "subsidized" anymore than someone who earned money working at some private job. Public employees are people too, they/we need to eat and play at times as well. I can't explain her house, however, that might be excessive.

As for calling it "subsidization" and "freeloading" I find it extremely insulting; public works, urban planning, etc. is based around giving back to the community and it is my career choice. Would it be nice if it could be done for free? Yes, but in our economic system, those of us who do work for the government need to eat and play just like everyone else. We are not soulless automatons built to do your every whim.
