The whole 'natural horseshoes' thing makes even less sense when you realize that they don't have hooves at all. Look at any canon art: their legs go all the way down. (And all the way up.)

They just have the fur on the legs cover up the hooves. Some ponies do have visible hooves. Like Big Mac.

The frog is the fleshy part of the hoof. It's soft and sensitive, which makes it good for hoof rubs.
